[Building Sakai] BBB + JIRA + GitHub

Hi Adrian,

There are a list of repositories that are scanned for related commits - a Jira admin just needs to add the appropriate github URL. However this then applies for all project so it may impact the system. I've CC'd the infrastructure team so we can continue the discussion.

Thoughts?
