[Building Sakai] BBB + JIRA + GitHub

Hi Steve,

I think adding that in will open Sakai dev up to more groups. Blindside 
Networks (the BBB people) use GitHub for all their development; Sakai 
BBB will still be a Sakai project, it'll just be hosted on GitHub and 
use git for source control.
