[Building Sakai] Sakai Message tool, large delay between user action and sending emails to 900+ partcipants

Did you upgrade from 2.7?  If so, there were missing indexes in the upgrade
script.  If not, I believe there was some issue with Hibernate & Oracle and
Indexes.  Are you running Oracle?  If this is the case (and I recalled
correctly), then any hibernate tool should be checked.
