[Building Sakai] FCKEditor: missing "Preview" and "Maximize the editor size" buttons

I am trying to figure out why the FCKEditor "Preview" and "Maximize
the editor size" buttons were removed. We used to have them in Sakai
2.7.x, but in Sakai 2.8.x, they are missing. I wasn't able to find any
information in JIRA, or the code base, that would explain the button
removal.
