[Building Sakai] Current version available for download

The latest released version is 2.8.2.

2.9 is still in beta and is hopefully on schedule to release by October.
Many schools are running the latest beta or the 2.9.x branch, but you'll
want to be upgrading and picking up changes more often if you use 2.9.
