[Building Sakai] removing the sakai-2.8.x-all branch

Hi all,

Would anyone have any objections to me removing the following branch from
SVN? It is confusing and incorrect since the .externals list the branch
versions of all of the indie tools (like the other -all branches) but they
are not ones that are actually depended on by tools.

For example, the .externals in that branch lists profile2-1.4.x, but master
deploys the profile2 1.4.10.

The only use of this branch would be in you wanted the branch versions of
all tools that are included, perhaps for branch management and merging
purposes. But you can get those individually, and its generally me doing
the 2.8 maintaining anyway.

It would make it clearer for newcomers.

Any objections?
