[Building Sakai] removing the sakai-2.8.x-all branch

Actually, ignore this request, whilst we are still supporting 2.8 this is
useful for branch management since it has all projects. Once 2.8 is
unsupported (when 2.10 ships) then we can revisit this one. The other
thread of release 'branches' still needs attention.
