[Building Sakai] [cle-release-team] LB 1.4, Basic LTI 2.0-SNAPSHOT, and master 2.9-SNAPSHOT

2.8 will continue to deploy to the Maven repositories on source.sakaiproject.org. It is far too late in the game to switch that version over, and it is nice and stable.

I'm progressively working on finalising merges and releasing artifacts for 2.8.
