[Building Sakai] Michigan's facility to display a message at the top of each portal page

The global-alerts code is in contrib. It depends on small changes in portal,  
courier and reference. It has not yet been used in production, but we plan  
to introduce it in our next update, which is based on 2.7.1. 

Running it with 2.7.x requires patches to portal, courier and reference.  
Running it with 2.9 will not. I don't remember its status in 2.8, but if  
patches are needed, they will be available.

At the Sakai Eurp conference, Gonzalo demonstrated a feature whereby a  
message can be placed at the top of every page (in the portal) in  order to  
pass along important messages like telling people to save their work and log  
out.

Is this in 2.8? If not is there a 2.8 compatible patch?
