[Building Sakai] Michigan's facility to display a message at the top of each portal page

At the Sakai Eurp conference, Gonzalo demonstrated a feature whereby a message can be placed at the top of every page (in the portal) in  order to pass along important messages like telling people to save their work and log out.

Is this in 2.8? If not is there a 2.8 compatible patch?
