[Building Sakai] [WG: Programmer's Cafe] using SAKAI framework how to access sakai file storage area and file upload files

A set of web services for the Content Hosting Services were developed at 
one time.  I contributed to that effort.  Poke around in the webservices 
folder.  You might find them in an alternative place.  If so, they would 
need to be moved to join the "official" services.
