[Building Sakai] Translation Sakai 2.6

MSGCNTR hard coded a lot of those terminologies.  There has been a lot
of work done in internationalization since 2.6.  I'd do a jira search
for MSGCNTR + Internationalization and try to backport those patches.
I saw one that looked close:
