[Building Sakai] RequestFilter in Site admin tool

... and am trying to upload an excel file in the participant helper 
(RSF). I tried adding ...

<init-param>
<param-name>upload.enabled</param-name>
<param-value>false</param-value>
</init-param>

... to the participant helper web.xml, but I didn't get any files in my 
multifile map. When I added the above into the site-manage-tool web.xml 
however I do get a file passed.

My question is, will adding this kill the 'Import from archive file' 
functionality?
