[Building Sakai] Samigo's authorization

Hi,

I got some problem with Samigo(Test&Quizzes). Recently, I checkout Samigo 2.7.1 and run "mvn clean install saki:deploy", I don't know if that's the reason but now only admin can create assessment, maintain and access account have the same view which seem that they can only take assessment. To make the matter worse, when I published Assessment to the site, neither maintain or access user could see any assessment available.
