[Building Sakai] Instructors feedback/comments display HTML tags instead of rendering them.

The patch from SAK-18606 resolves the issue for us. Here's what you need to patch:

The bug was patched in the 2.7.x branch, but was not included in the tagged 2.7.1 release. (JIRA says 2.7.2 will have it.)
