[Building Sakai] Instructors feedback/comments display HTML tags instead of rendering them.

Hi José,

At Delaware, we experienced this bug as well and applied the patch attached
to https://jira.sakaiproject.org/browse/SAK-19111 . It fixed the problem on
our 2.6.3 instance.
