[Building Sakai] includeStandardHead.vm and jQuery version

How come in the sakai trunk code, under library/js there is a readme 
saying not to link to unversioned scripts in the root, yet 
includeStandardHead.vm links to /library/js/jquery.js ? V. confusing.

Also, is there a dependency on jQuery 1.1.4 as that is the version 
linked to? Can't that be changed to the 1.4.2 version?
