[Building Sakai] includeStandardHead.vm and jQuery version

This was mainly for tool developers, as if linking to just query.js, the version of jQuery could change centrally and break your app. The numbered versions were provided so that you have explicit control over what version you want to use. includeStandardHead.vm wasnt touched in this process.
