[Building Sakai] [Internationalization] help on setting time zone

what does Etc Means in Time Zone option??
I mean When I set Etc/GMT+5 it shows time in Chat room As GMT-5 and a time
that is 10 hours behind our Standard time :( and when I choose Etc/GMT-5 it
shows the right time. however in Pakistan we are GMT+5 not -5 :(

Can someone help me out on This??
Is this a bug or I am missing Something??
