[Building Sakai] Help Regarding Creating Course Site of which you are not an instructor

Hi All,

I am facing a problem that is I was not Instructor of a roster and i
requested that roster while i am not an administrator but was having option
to create course site.
There was an auto message that was generated by Sakai to the instructor of
the site as:

Hello,

You are receiving this message at the recommendation of Naira Farooq, who
has requested an official course website for the following class(es):
Spring 2011
Theory of Programming LanguagesMS(CS)09A(CS507Spring2011MS(CS)09A)lct

My question is where should instructor be responding so that the site is
created for Naira Farooq who was not the instructor of the Site. and
secondly where is this message in Sakai 2.7.1. Is this message in some XML
file?? All the auto notifications that Sakai Generates where are they placed
in Source Code????
