[Building Sakai] 2.8 potential scope

Another very big +1 for replacing FCKEditor with CKEditor. CKEditor has hugely improved accessibility, improve Word import, fixes a bunch of bugs, better browser support... the list goes on. 

But we still need to find someone to do the integration work.
