[Building Sakai] Home Tool broken?

Hello,

I was just poking around on nightly/trunk and noticed that the Home tool isn't showing up for project sites (even as admin), though it is checked in the list, unless there are certain tools placed (those with synoptic views?). And when it does show in the page/tool list, it does not have content.

Is this a work in progress or a regression?
