[Building Sakai] How to create portfolioadmin site?

Hi, we need to have a portfolioAdmin site in our Sakai instance. It's
an old instance running since 2005 which may be why there isn't one
presently.

I have recently performed a startup with "auto.ddl=true" and the site
wasn't created. It has been said that setting auto.ddl=true causes
this site to be created, but that appears not to be the case.

Also, there was no "portfolioAdmin.autocreate" setting, but we are
running version 2.6.2 and to my knowledge the
portfolioAdmin.autocreate property isn't effective for this version.

Any help will be greatly appreciated.
