[Building Sakai] How to create portfolioadmin site?

In an attempt to duplicate your situation, I deleted my 2.6.x  
Portfolio Admin site, restarted the server (auto.ddl=true), and found  
that the Portfolio Admin site was re-created. It is only be accessible  
to the admin user by default, though. Could it be that you're not  
logged in as admin? Are there any errors or warnings in the logs?
