The pop up after /username is a good idea the content (if possible) should
be more of a message like: "it is unlawful to upload copyright material
without expressed consent from the...(publisher/author)"  Otherwise you
would need a disclaimer that states they accept terms or policy of  # here
is a link to the US code title 17,107 on limitations on exclusive rights:
fair use.  Maybe you can wordsmith something together from this
