[Building Sakai] webDAV & copyright status

We're looking at trying to make our staff take copyright issues a bit more seriously. To wit, we're making the two copyright fields visible by default on the Resources > Upload Files page (ie, moving them out of the hidden "add details" section of the page). We're hoping that this will catch people's attention.

Of course, webDAV is a backdoor - when files are uploaded by webDAV the default copyright option is (I guess) set behind the scenes and the user must do a Resources > Action > Edit Details to change the value.

Can anybody suggest any way of altering the user to think about the copyright of the items that are being uploaded? Ideally something like popping up a message after username / password entry to say "please do not upload copyrighted materials ...... and if the copyright status is not the default .... then use Edit Details to set the appropriate status" (alothough I don't think popping up messages like this is possible).

The best we could think of is some text just before the webDAV URL on the "upload-download multiple resources" page. Anybody got any suggestions?
