[Building Sakai] The tools - Forms

Dear all,

I am wondering how to use the Forms tool. I have read
http://confluence.sakaiproject.org/display/OSP/2.6+Forms+Tool+Help , but
still no idea how to start to use this. Are they are simply procedure for
me?
