[Building Sakai] new rwiki link goes to different site

Sean was right.  I misunderstood the nature of the default template - I
thought it was site wide.  So somehow the template for this site was
replaced with the content that was created on another site.  So it only
looked like we were going to a different site, but we weren't really.
