[Building Sakai] Autojoin tool

Thanks Matt

Yes we have a cut down version of the Cambridge impl for ANU. (Cut  
down by removing the flat portal support and some other bits)

Something like this should be in core as it's very useful in  
conjunction with a joinable site.
