[Building Sakai] Proposed new coursemanagement method

I added a comment in the JIRA asking you to detail the impact of this change on existing Sakai installations when they upgrade to a version of Sakai that has this new method in cm.

It would be good to capture the needed changes now while it is fresh in folks minds.
