[Building Sakai] Proposed new coursemanagement method

Hi All,

I have proposed a new method in the CourseManagementService that we will
need by the end of the year to satisfy changes to our institutional
field. Basically given a CannonicalCourse eid we need a list of all
CourseOfferings that are currently active in that course.

Any objections to this being made in the cm-api and hibernate
implementation?
