[Building Sakai] Bulk update user timezones in 2.5

Hi all,

Does anyone know where the user's "Time Zone" setting is stored in the 
Sakai 2.5 database?  I need to bulk update all users to be a new timezone.

I couldn't see it on the SAKAI_USER table and the SAKAI_USER_PREFERENCES 
table is empty (0 rows).

What would be a good way to set everyone's timezone to 
"Australia/Melbourne"?
