[Building Sakai] [Jira Admins] Git plugin for JIRA

[Steve Swinsburg]

Copying the k2 group so pushers in the git repo (sounds strange) also  
know to tag with the Jira numbers. I remember reading that another  
institution is already using the git plugin in their local repo, so  
could weigh in with the settings here.
