[Building Sakai] [Jira Admins] Git plugin for JIRA

I assumed it worked like the svn plugin: you place a jira key (eg,
SAK-15999) in the comment and it gets added to the 'git commits' tab
in all the referenced jira pages

We're just getting it installed here (@UCD), so we don't have any
experience with it yet, either.
