[Building Sakai] can i remove synoptic view of tools

There's no way for an individual user to remove or configure their home
page. An admin could do this, but as you mentioned, if the user decided to
edit their tools (removing and readding), the synoptic view would come back
again. The actual request you're asking for is an unresolved feature
SAK-7946 <http://jira.sakaiproject.org/browse/SAK-7946>.

In 2.6.1 you can configure your system for different home layouts with a
property based on site type via
SAK-16747<http://jira.sakaiproject.org/browse/SAK-16747>which might be
helpful. You can also remove the tool registration xml for a
particular synoptic tool, but this would disable it for everyone.
