[Building Sakai] information on SAK-13646

Correct, the api's are in 2.6, but there's nothing in this patch or
any other ones that I can find where any tools actually use these new
api's added to gradebook. There were some SAK's like SAK-4123 (ability
to create an extra credit assignment) that seem like they could
benefit from this, but are also unresolved. It doesn't even appear to
be used (yet) in assignment2.
