[Building Sakai] Incorrect Sakai Event timestamps (SAK-11916)

Hi Chris,

what is your DB server reporting as the current time/date (select  
sysdate from dual). I remember having an issue a while back regarding  
dates and I had to do some forcing with LOCAL_TIMEZONE. I haven't got  
my Oracle instance here to check. What events are specifically the  
cause or is it all of them and is the date offset always the time for  
you (and was it always the same offset for the other people you  
mentioned?).
