[Building Sakai] Sakai Development Process

Some thought has definitely gone into the Jasig incubation process on
handling multiple projects with different stakeholders. The main goal of
the process has been to bring some new projects into Jasig and really
expand the portfolio of project there in parallel with uPortal and CAS.
I think a shared process and mutual support resources are a great idea!

Susan Bramhall at Yale has been the main force behind the Jasig
Incubation Process, along with a whole Incubation Working Group formed
in Jasig. I'm intentionally cross-posting this to the Jasig Incubation
mailing list in the hope that this might engender some collaboration on
this process across the two communities.
