[Building Sakai] [Using Sakai] Give restricted admin permissions

I'm sure Steve will chime in, but it sounds like you'll need the
functionality from SakaiAdminX to do what you want. The default admin
interface isn't this configurable.

It takes some work to setup, so you'll want to be confortable building sakai
from source before you try this out. Otherwise the instructions on the page
were good last time I tried it.
