[Building Sakai] [Using Sakai] Give restricted admin permissions

Hello all,

I am looking for a solution about admin permissions :

I want to give acces to the admin site tool to a new user : I add this user
as an admin user, but the idea is to restrict the sites list he can see with
the "admin site tool" : not all sites like the admin user but a list of
sites with a given criteria.

how can I configure Sakai to do this ?
