[Building Sakai] Roster in create new Site

For a new user to Sakai I recommend using 'project' sites first. These  
are exactly the same as course sites but are not tied to student  
groups coming from a student enrolment provider or similar. You just  
add and remove users at will. Once you get the feel for Sakai you can  
move on to course sites if you desire.

But to answer your question, the roster is a cohort of users coming  
from the course provider.
