[Building Sakai] Add tool to Administrator Workspace

Phuc,

You can use the Sites tool in Administrator Workspace, and choose the site
"!admin". Choose "Pages" >> "New Page" >> "Tools". The list will include
all tools deployed in the system, regardless of the category definitions.
You should be able to choose your "nlu-addSite" tool there and save the
change.

I won't put any category information in the following tool registration
file. I will also put the tool id into the stealthed tool list just to be
safe.
