[Building Sakai] Better contrib/confluence documentation was: Who do I ask for contrib svn access?

That needs to be linked to from here (and maybe should go in the same
area) since it is not just for developers and would be for anyone who
happens to want access to confluence and jira as well.

(some of that info is on the dashboard homepage but things like
requesting spaces or access to spaces in jira and confluence are not)

However, that page is locked down so someone else with more
permissions needs to update the page to link it in.
