[Building Sakai] Better contrib/confluence documentation was: Who do I ask for contrib svn access?

I created a stub page for this:

I also updated the sakai-dev home page (http://confluence.sakaiproject.org/x/wYD3 
) to reference the above.

What do you think?  If the format looks good, feel free to help me  
fill it out :-)
