[Building Sakai] Sakai /portal in another location

At Cambridge we run without /portal

As I recall going to no sub-folder was complex. Before we did that we  
changed the name of /portal and my recollection is that this was not  
too painful.

I have cc'd Ian to draw his attention to the issue and so he can  
confirm and/or give more detail.
