[Building Sakai] Sakai /portal in another location

Hmm, I think we do that because we are running a very early beta of  
Sakai3 in the form of Camtools.
However, I think its possible in Sakai 2.4 and later.
I have vague memories of renaming the portal.war to ROOT.war and  
setting the portalUrl in sakai.properties to /, IIRC it works.
