[Building Sakai] Disabling "New Account" Sign up on default portal screen? Sakai 2.6

The /portal page is just a regular site called !gateway (or whatever site is
defined by the sakai property gatewaySiteId=!gateway). In the admin
workspace you can:
- go to sites
- search for gateway
- Click the "Pages" button
- click on the "New Account" page (!gateway-700 for me)
- click "Remove page" on the top. (which has a tool.id of sakai.createuser)

I don't know of any way to make this page say "Sorry user creation is
disabled for this instance".

To get it back you'd have to add a new page manually with the tool id of
sakai.createuser.
