HI Neal and everyone!
Those notifications options in assignments are related to the permission ‘asn.receive.notifications’, if a user has a role that have that permission checked then, he will be able to see those options. I just logged into the 10.4 rc01 server 'https://qa10.longsight.com' <https://qa10.longsight.com'> and for one of the course sites already created, instructor role did not have that permission checked. That’s probably why Pablo was not seeing the option. Actually, right now, on https://qa10.longsight.com <https://qa10.longsight.com/>, Instructor role does not have that permission checked for !site.template.course realm so it seems like the default value.
Also, it seems like https://qa10.longsight.com <https://qa10.longsight.com/> DB has not been deleted for a while so probably that permission was removed from the default templates for some specific testing... Not 100% sure about that (just guessing).
so, AFAIK, no property is needed, just a permission.
