Sakai 2x webapps are not deployed to $CATALINA_HOME/sakai. This folder is the default home for your local sakai.properties configuration file which you create to override out-of-the box settings (which is almost always necessary).

Sakai API and help jars get deployed to

$CATALINA_HOME/shared/lib

Sakai components (impl jars, Spring configuration files, etc.) get deployed to

$CATALINA_HOME/components

Sakai webapp .war files get deployed to

$CATALINA_HOME/webapps

e.g. $CATALINA_HOME/webapps/sakai-assignment-tool.war

Cheers,

Anth
