[Deploying Sakai] Samigo - enable automatic submission retroactively

We tweaked those flags from time to time.. No problem here at all..
Both in sam_publishedmetadata_t and sam_assessmetadata_t tables..

Only needed for a certain assessment though.. Not the whole table.
